Public charities are subject to less regulation than private foundations, and qualifying as a public charity is a preferable tax exempt status if an organization can satisfy the required IRS tests.  Charities must comply with a diverse set of state and federal laws. Failure to adhere strictly with such laws and regulations may result in fines and penalties.  In some cases compliance failures can result in revocation of charitable status.
